Do Parties Benefit from Electoral Manipulation? Electoral Laws and Heresthetics in Poland, 1989-1993
نویسنده
چکیده
Electoral heresthetics, or the manipulation of electoral systems to a political player’s advantage, had profound political consequences for post-communist transitional Poland. Choices of di¤erent electoral systems contributed ...rst to the fall of communism and later to the reclaiming of power by the postcommunists. Despite high stakes and top priority attached by political players to electoral heresthetics, their e¤orts were hardly rewarded. The parties supported the ex post more bene...cial electoral system about as frequently as they supported a less bene...cial system. The signi...cant political consequences of new electoral laws often came as a complete surprise to the interested parties and often worked against the interests of the manipulators. Marek M. We model electoral system change as dri...
متن کاملThe endogeneity problem in electoral studies: a critical re-examination of Duverger’s mechanical effect
Studies of electoral law consequences typically treat electoral laws as exogenous factors affecting political party systems, even while acknowledging that political parties often tailor electoral institutions to suit their own distributional needs. This study represents a departure from that approach, directly examining one aspect of the endogeneity of electoral systems: the endogeneity of Duve...
متن کاملThe Convergence Coefficient across Political Systems
Formal work on the electoral model often suggests that parties or candidates should locate themselves at the electoral mean. Recent research has found no evidence of such convergence. In order to explain nonconvergence, the stochastic electoral model is extended by including estimates of electoral valence. We introduce the notion of a convergence coefficient, c. It has been shown that high valu...
متن کاملThird-Party Actors and the Success of Democracy: How Electoral Commissions, Courts, and Observers Shape Incentives for Electoral Manipulation and Post-Election Protests
When and how do third-party actors—most prominently electoral commissions, courts, and observers—contribute to the integrity of the electoral process? We approach these questions by studying how third-party actors shape politicians’ incentives to comply with the outcomes of elections. Third parties are most beneficial in close elections, when the threat of a post-election confrontation alone fa...
